In the event of "The Windup Girl" Style Biotechnology and Genetic Engineering becoming a reality, would it be possible to modify organisms after they have been born? After all, humans are done with development after a certain period of time, so what would the the instrument of change?

no, but there is more need for a prosthetics than "designer babies" especially in OECD countries, where birthrates are already low. People may get in an accident and need a leg, but nobody is going to have a baby just because they can design one like a sub sandwich.
