In the crystal phase, ice, this is obviously true. In the liquid and gas phases, water maintains neither polarization or magnetization. Water has no memory.

The molecules of any given substance have a spectrum of frequencies that can be digitally recorded with a computer, then played back into untreated water (using an electronic transducer), and when this is done, the new water will act as if the actual substance were physically present.

I believe there was an Ig Nobel awarded for attempting to transmit information from one sample of water to another via modem.

Anyway, this is basic thermodynamics. Any structure you impose on a liquid is lost in very short order. Given the appropriate state-to-state rate coefficients, you can calculate your time scale, even (for a macroscopic sample of water, microseconds at most).
