I haven't really put much effort into this, but my guess is that you have 52 symbols with each corresponding to a letter, the second set of 26 also correlate to a letter. So each letter has two possible symbols to represent it. Then you have some system by which you determine which symbol is used to represent a letter.

Am I close?

Two hints at once here, I really want to see somebody solve this, its pretty basic.

1. The chemical in this picture was a contaminant of the thing written above it.
2. If you were to teach a child to read using this alphabet, they would never need to remember exceptions like "Ph" or "oe" (this is a huge hint if you are into linguistics)

yes it is english, specifically as spoken from a person from the pacific northwest.

I don't think I have a letter for TS though, and OO can be written in several ways in english, ew, ou, oo, u, so a 1:1 transliteration is foolish, the best bet is sounding it out and choosing a spelling.

After extension research, I've come to the possible conclusions:
'N with a cross through' = "dee"
'beta looking symbol = "are"
'first symbol in first picture' = "p"
'k with a circle inside it' = "eye"
The first two words must be similar on purpose.

Because it's a two syllable word, that 'ew' sound often gets lost or reduced to a faster 'oo' sound. That doesn't mean 'ew' and 'oo' are interchangeable though.
