No it doesn't. Simply put, we aren't able to quantify intelligence at this point. To add a few more details, there are too many variables to test intelligence. Often, it ends up testing knowledge. Giving a few examples:
Say I suck dicks at English, but and a genius at math, I might interpret a question incorrectly and give the wrong answer, even though what I did mathematically was right.
Suppose you have a learning disability, which prevents you from studying properly. Does that mean you're stupid? Lets say you're able to suppress symptoms by a drug or therapy, and now score far far higher, were you really stupid before then?
Lets say say you have two people equally capable of learning new information and analyzing it. One scores better and the other worse due to variances in teaching. Is one more intelligent?
I could go on all fucking day...
Furthermore, often in first year psychology courses they'll teach how IQ is actually a bad test of intelligence.

IQ tests are an indication of how well the brain is wired to perform mathematical problems including memory, spatial awareness, pattern recognition, creative invention. Intelligence is a talent to help one survive. Other major talents include fitness, social awareness, body language, empathy etc... You can say IQ just measures one form of intelligence but really you should substitute this for one for of talent because a good IQ test should encompass all higher cognitive function listed before. It's worth mentioning that of the other talents it is through peer group impression that one is measured rather than a test result (but that's only because a standardised test isn't required). I'd also mention IQ scores can fluctuate depending on the mood of the person (how much energy available to neurons, the majority type of brain waves currently active, beta being most energetic)
