Today I discovered that there are higher concentrations of aluminium in the average junkyard then there are in bauxite deposits.

I also know that aluminium is horribly expensive to extract from bauxite. Given these facts, why isn't it more common to be paid to recycle?

My time and effort are worth money, and if anyone is going to profit from cheap raw materials, I'd like to see a piece of the action. Instead recycling schemes are either compulsary or completely voluntary, with few actually paying the end user. Why?

Because it is more convenient to lobby the local administration to make recycling compulsory rather than paying every single person who recycles.

As for the paying to recycle thing, we in the netherlands do that as an experiment right now. So far it's been a huge success because the jobless and the hobos are now spending their time recycling for money. Sure, a couple of hours of gathering is only worth like 20 euro but that's a pretty good deal for a lot of people.
