You misunderstand me. "All possibilities" should not be taken as "anything I can possibly think of". It should be taken as "any any macroscopic state that can be constructed out of quantum states". It is possible that their is no specific set of quantum states that leads to the construction of such portals.

It is entirely possible for this to happen, if the case is that there are individuals of the dimension who have not thought of the concept of the portal, and those that have are aware that there is. There by it exist, and not at the same time.

You have big problems in logic

1) No one every implied that "every possible universe exists". That is just plan wrong. What you are talking about is not science. You are talking about science fiction.

2) Some interpretaions of Quantum mechanics imply that certain "additional" universes can exist. There are constraints on these universes though. "specific" universe exist. NOT ALL POSSIBLE UNIVERSES YOU CAN THINK OF.

3) There is no isolated "universes". All the bullshit you say is just nonsense.

You are creating bubbles, and saying that all possible bubbles exist. Then saying that all possible relationships between the bubbles exist.

That is fucking WRONG.
It is not possible for universe "A" to see universe "B" as universe "C". It is not possible to have all relationships between the universes exist. IT IS A BASIC LOGIC FAIL.

If there are mutilple universes, then there is a "set" of reltionships between them. This set is seen the same by every universe. This implies that it is actually impossible for certain types of universes to exist.

Many worlds is not a theory it's an interpretation. There is no evidence to support it. It has no testable predictions. It is not a theory.

Other mechanisms for a multi verse have been suggested some of which are testable but many worlds is different.
