My guess is that every segment of the perimeter is not a curve but a set of lines, which would happen to be 4/pi of the curve, always.
Say every corner of the angle is a set of 2 segments of lenght 1/2 holding a curve of lenght pi/4 thus 1!=pi/4
the next iteration would be 2 segments of 1/4 (2*1/4)=1/2 holding a curve of pi/8
and so on. the decrease rate would be constant, and the relation between pi and the segments would always keep the same proportion.

This method only touches the circle tangentially 4 times. Even extrapolated to infinity, you have corners poking the outside of the circle. If you integrate the lengths between the points, you'll get to pi
