It's kind of slow on some things, and the diagrams aren't very good.

I have seen some textbooks for pre-university maths that I think are better than his videos. in the UK, one exam board called MEI published their own text books for maths for 16-18 year olds covering some statistics, mechanics, trigonometry, calculus, and a few on introductions to higher toopics like groups, markhov chains, differential geometry, multivaraible calc.

They were really good. One could definitely teach themselves by those books alone if need be.

Does there exist a precalcus "curriculum" on khanacademy? Like a list of videos to watch in order?

Yes but to be fair, the content of the videos is not what you would find in a typical pre-calculus course. You're going to have to do the algebra and trig videos too.
