They're Mayan numerals. Each horizontal line is 5, each dot is 1, and the weird seashell looking thing is zero. It's a base 20 number system with the most significant digit on top.

You know, it say the secret is hidden in the "image", not the text. I've seen something like this before, where the pixels contain information on color and shade, but the black pixels can have any color because it's gonna be black anyways. So because these bits of information don't actually change the image, they can say anything. I don't really understand jpegs well enough to this, but if somebody else knows how to it would be worth looking into.
