How can I solve this without a calculator and with limited time?

Just ask yourself, what's bigger, 2*2 repeated 400 times or 5*5 repeated 150 times?

Logic. Basic number theory.

2^400 is larger, look at how many times it multiplies itself. 5 is a larger base, but its exponent is tiny compared to 2's exponent. In the end, considering how exponential functions work, the larger exponent will win.

if the exponent is much greater, it doesn't matter how big the other numbers are. Since 400>>150 (400 is much greater than 150), it doesn't matter if 5>2

This is a high school level mathematics contest question, like those you see on the AMC10 or 12. The answer is going to be obvious because the question is obvious. They don't expect you to memorize logarithms, so there's not going to be such ambiguity. If they start giving questions such as the one you are proposing, then (as many have said here before), you will know how to do it. Otherwise, don't go solving questions you're not asked.
