I totally agree with what you said: Neuroanatomical differences caused be differing behavior in glial cells and neuronal networks create different IQ's, and certain genetic factors can predispose people to being within a certain IQ range. Nevertheless, environment does heavily impact IQ as well. I put forth the following study excerpt by Rosenthal and Jacobson, 1968: "Elementary school teachers in Boston were informed by the researchers that their testing had revealed that some of their students were 'academic spurters.' The teachers were led to believe that these particular students were 'intellectual bloomers who will show unusual gains during the academic year.' In fact, there was no objective basis for that prediction; the names of these late bloomers were chosen randomly. However, by the end of that school year, 30 percent of the children arbitrarily named as spurters gained an average of 22 IQ points. Almost all of them had gained at least 10 IQ points. Their gain in intellectual performance, as measured by a standard test of intelligence, was significantly greater than that of their control group classmates who had started out with the same average IQ."

I believe their is no inherent link between race and intelligence, as race is just differing levels of melanin and possibly different environments, and that any difference would be circumstantial based on the quality of education they recieved, the preset societal expectations of them based on their race, either concious or subconcious. Names also have something to do with it, since I remember reading something about how your name can affect your perception of self, your behavioral tendencies, personality, etc., and names can vary by race also, for example Tyrone and Jose are not very white names.
