We can´t discuss the motives of people using actual science, were not at that level of understanding yet. Science is observation of systems, and psychology is our attempt to understand human behavior through observation on a non hard science basis.

You cant put any practical understanding of human behavior through the little knowledge we have on our brain functions.

So by observing a persons action, we can determine if that individual is insane or not, and by recognizing specific symptoms, we can determine the exact reason for his or her strange behavior, from scientific research done on that set of behavior in the past.

I´m mainly speaking about the fact that, we can make conclusive guesses about reasons for people motives by observing their behavior. There are always reasons for people doing certain things and in most cases these "reasons" can be determined by rational guesses based on our ability to observe and make conclusive guesses on behavior since the beginning of our species, its called "theory of mind"
