Let's say a person go crazy and, tired of the common life, suddenly wants to go to the Moon in a one-way only trip.

Let's say s/he would like to survive there so s/he must bring something to produce energy (solar panels?), extract oxygen, water and CO2 and cultivate plants to harvest food.
OPTIONALLY: S/He'd like to surf the Internet for some hours a day, so s/he'd have to setup a radio connection from home at Earth and the Moon to work when the two locations are facing each other.

How much money would s/he need to do such a thing?

You have to remember the moon goes black for 2 weeks out of the month, so Solar energy would be useless, considering the price. Best bet is a Thorium reactor, Which is still expensive but would be very very less expensive if our shitty government would spend more money on research.

They're isn't an atmosphere so there is no Water on the moon, It would have to be imported.

There are several project about Shackleton Crater and almost all of those involve a Moon Lab with habitations for several people.
