The trick is to procrastinate your procrastination.

Post on Facebook that you're going to get 100% on your next exam.

You don't want to fail everyone... Do you?

It's called weed homie, it makes learning fun.

My face when I'm currently blazed as fuck and listening to rush and learning fluid dynamics from a pdf.

How's that memory of yours doing?

Your best option then may be to go to the library during the day and study.

The main drawback of weed is not memory. My memory is just fine. The main drawback is being side-tracked. My mind just got blown thinking about Leibniz notation... the 'd' in 'dx' means 'differential' but it can also be understood informally to mean 'delta'.

whoa

It isn't like snapping your fingers, you don't "just do it".

You need to look at what makes you want to ignore the task set, maybe you feel tired or anxious because you don't get enough sleep, exercise and have a poor diet. Maybe sexual frustration is a factor in this, maybe you should time how often you need to fap them pre-emptively fap so you don't feel so on the edge all the time.

You need to think about the finished task rather than the task itself, this can help you think about how to start the task, for instance if you need to practice some equations you can think "oh what was it again" and pick up the text book to find out.

You need to take the first step, you've already picked up that text book, there's no point going back to the computer now.

I usually stop procrastination by going to get something to eat which is something I can always get up to do, once I've finished eating my mind is refreshed and I can decide to do some work instead of play.

Ideally one should psychologically indoctrinate yourself to "refresh" on cue, like after imagining an imaginary drill instructor shouting "HAUL ASS MOTHERFUCKER" in your ear.
