I just gave you one: there is already a huge illegal infrastructure for weed, and government monopolies on consumer goods generally turn out pretty shitty, so a significant number of people would continue buying illicit weed who would probably buy legal weed that was high quality and cheap. This is aside from the fact that private companies being allowed to compete in a consumer good market are almost always vastly more efficient than state monopolies.

People just think owning a monopoly is more profitable because it seems intuitive if you don't think at all, if you have a government monopoly pulling in 5 billion dollars a year with 4.5 billion operating costs it is going to earn less money for the government than taxing the private industry for 2 billion dollars a year even if a billion still needs to be spent on enforcement.

Tobacco is very different from weed because growing enough tobacco for a year's consumption involves a large outdoor area and an extremely long amount of time whereas growing a year's worth of weed takes half your basement and three or four months.
