You get water from the mains, same as any other building in the city. Power comes from the grid, as well as integrated rooftop solar. The only 'chemicals' required are organic waste products used to nourish the plants.

Why does this seem so difficult to you? We're talking about repurposing a skyscraper. (No, not the one in the pic, but they don't have to look like that.) The water and power infrastructure already exists. It's not like we're building this shit on the moon.
