Fuel depots are prepositioned stockpiles of propellant so that you can fill up your tanks along the way. Solar electric propulsion has a better isp than chemical, and has been already demonstrated in science probes and some comsat models, and so we can access the efficiency of SEP to preposition fuel supplies along the path to Mars.
