I have a friend with a photographic memory, shit is freaky. I was buying lunch and put my credit card on the table, he reached over and flipped it over so that my number wasn't showing and said I shouldn't lay it out like that. He then proceeded to recite the number, expiration date, and my full name after having only glanced at the card. A couple months later I asked if he still remembered and he recalled all details with 100% accuracy.

I don't know if his ability is natural or learned though, he is a smart guy (PhD in Chemistry).

if you practice a bit you can turn numbers into consonants and make words that you can combine into a sentence. That way you can remember a string of 20 or 30 digits just by having read them once.

I would do that sometimes to subtly impress someone. I can glance at a trail of numbers and be able to repeat it. I might have gotten my memory from playing a lot of Chess early on, as I could remember positions in a glance.

Neural networks don't work that way, it cannot really exist the way our brains work. However, you could develop skills that help you remember many concrete details that you find important and thus achieve something close to it, but that's not really photographic memory, merely someone trying very hard to remember as much details as he can using various memory tricks.

If you want to understand what photographic memory really is, I suggest you take a look at a picture, let's say for 5 seconds. After that you should close the picture, open up a picture editor and generate the picture, pixel-by-pixel. After that compare the generated picture with your original. That's what photographic memory is, and nobody can do it, because neural networks compress information in a lossy way. Of course we can remember all kinds of features and even reconstruct various things from the features we remember, but that is not the same thing as remembering everything without fault. You'd need a LOT more memory than your neocortex to do that. It's simple information theory.

It's either perfect (bit-exact) or imperfect (lossily compressed) memory. We have the latter as we're being which work with limited resources.
If the question is wether we could have better memory than average? Probably, within some continuum.

If you are brazilian, I might be that friend. I recall credit card details of all family members I have and every card from friend I have seen.
My memory surprises even me sometimes. I recall events to when I was three years old.
It's not that it doesn't have a bad side... recalling everything is not that good. Too many things I'd like to erase and can't and even relive in seconds. Also my headaches almost kill me from time to time. I get hospitalized 70% of my headaches. Eidetic memory may be good, but it's also a pain in the head.
