Yes, this is his cognitive-theoretic model of the universe. I personally think he is making some stretches with it, but he is certainly very intelligent to be able to come up with it.

He comes off as a joke for this theory, and because he has not made any contributions in the real world, but by most criteria you could use to determine intelligence, he is quite intelligent.
