The skin of the glans penis and inner foreskin is very thin, not true skin at all. Furthermore, the foreskin traps fluids against it on both sides, giving time for viruses to pass through.

Circumcision reduces the surface area of this skin, prevents the trapping of fluids against it, and causes it to dry up, harden, and thicken, making it far less permeable to viruses.

It is very likely true that circumcision signficantly reduces the risk of HIV transmission from the passive partner to the active partner.

The idea that circumcision prevents aids may have truth to it. The question as to whether this means you have the right to circumcise your infant son is another discussion entirely.
