Would it be easier to dig some trenches on the moon and bury trailer-size compartments that can be made airtight, as oppose to trying to build surface cities there?

It is based on my observation of the space program over my 42 years of life and seeing how neutered it has become. Private space agencies will need decades and a lot of them will fail along the way as the economy waxes and wanes.
