Look at it this way. Giving the construction responsibilities to private industry lets NASA worry about the actual science instead of nuts and bolts. It also means that we can sell NASA to the public as a source of jobs and money instead of the massive waste of money people think it is.

Profit driven private endeavors are always more frugal in the end than wasteful government run programs. Besides the lack of a crippling bureaucracy, the funds are allocated more efficiently, allowing for more work to get done in a shorter amount of time for less money.
This same idea is why VA hospitals are more likely to be shit than a privately, for profit hospital (though things like university hospitals are also fairly efficient, as are things like the Shriner's children's hospital, though they only take cases with survival chances, for obvious reasons)
