How could I actually go about doing this, and how much would it cost (roughly)?

You can have trawlers pile 100000s of tons of material on some reef that is only a few metres below sea level, might need to use expensive erosion resistant materials though.

When I'm doing that I just collect as many dirt or cobblestone blocks as I can, then go out to a good distance in the sea and sink to the bottom. Then you press space and right click alternately to maker a tower of blocks - it might take a few tries because of the air limit. Once you reach the surface it's just a matter of expanding the area by placing blocks at the side of the top of the stack. Sand won't work because it'll sink if you try to place it, and don't forget to light the island with torches or you'll get creepers.

There are some areas in the middle of the Indian ocean just shallow enough that you could probably use concrete pylons to build on top of. You'd definitely deal with pirates though.

With electricity and magnesium cages, you can grow a strong cement-like structure from seawater. Sort of like a hardened limestone.

Read The Millennial Project, specifically the bits about Aquarius. He laid out a very extensive plan to create self sufficient floating cities. A few mistakes in his seacrete formula and the use of OTECs to power it though. Plus the start-up costs would be in the billions.

The average depth of the Atlantic is 3km. To create an actual island, let's say you create a 45 degree cone of that height for the base of your island (so only the tip is above the water). That's a volume of 9 pi billion cubic meters.

The Three Gorges damn excavated 150 million cu m of rock. 9*pi billion/150 million =360,000. So this project is 190 times the volume as excavated in the three gorges damn.

Let's generously assume excavating for a damn is equally as costly as bringing rock out to the middle of the fucking ocean. 3 gorges had a cost of $26 billion

26 billion *190 = $4.9 trillion as a conservative estimate.

That plateau isn't anything like that. It's well within the territorial waters of Madagascar or the Seychelles.

If you're going to build within a nation's territorial waters, you might as well build on the continental shelf, which is similarly shallow.

There are plenty of uninhabited islands. On the southeast panhandle of Alaska there is something called the "Alexander Archipelago". I live on one of the more inhabited islands, Baranof, in a town called Sitka. However, this archipelago contains many islands of a variety of sizes that have not yet been settled on or have very few people. The whether is like that of northern Washington. Summers are to die for. I highly recommend you look in to it. I truly believe I live in one of the most beautiful spots in the world.

The picture is of one of the sunsets that are very common. Out front are a couple (out of thousands) islands. They are covered in various trees, sand, rock, and soil.

It is quite feasible. Property can be bought on some of these islands for relatively cheap. The islands that are close to the bigger towns probably cost more though. My family owns a bit of property that is pretty much in a bay in the middle of nowhere. A beautiful bit of nowhere though. A lot of these properties exist all over these islands. The reason they exist though is building something way out there is somewhat of a hassle. It is quite doable and I have been a part of building two of these cabins. They took about a 2 months each.

So if you have a some extra money I'd say do it. All materials can be carried to the islands via boat or floatplane. The islands are close enough to satellites that internet and TV access can be set up if wanted.

The other option is to build and outlaw cabin. This can be done anywhere. But they are also illegal :). A lot of people make them though and they are found all over. There is quite a bit of support for them around here as well so some officials will look the other way.

You really would be better off with a big flouting boat. There's already a giant mass of garbage in the pacific, you could just glue it all together and then dump soil on it. Then anchor it in place.

Also there was a situation off the coast of Mexico I believe where a man lashed together a bunch of trash then declared independence. The Mexican government then came and took it by force. They even planted the Mexican flag before destroying it.

i dont think the issue is becoming a nation, the issue is just not being part of an existing nation. unless you want to get involved in international politics there's really no disadvantage to being a stateless entity. the "national economy" would be equivalent to a corporate income or something like that, and if you can earn enough to hire a bunch of mercinaries with rpgs and ak47s (or form your very own gurkha regiment) you'll probably stave off invasion since it's no longer a case of just walking in and threatening you off the land.
