No, you can't. What we are saying is improve infrastructure, education and healthcare along with extra funding into scientific research because these are actually EFFECTIVE trickle-down effects for the poor. For instance, if you overhaul the education system to something more in-tune with what Ken Robinson or Sugata Mitra suggest you suddenly get a lot more poor and not-poor kids interested in education and learning which also then motivates them to go onto higher education and finishing university.
