...you don't quite have your numbers straight. First of all, it's 60% "unused." However, brain cells are redundant, so in a way, we do use that other 60% involuntarily. That's why heavy laceration to the brain still doesn't result in severe brain damage.

Most of your brain is used to control your body. An epileptic in a seizure will fire most of his motor neurons, this is what we see as a seizure. There is no part of the brain that we don't use. All parts have a function. They are organized in complex ways so that one neuron can become part of many neural networks, and thus perform different functions. Sometimes when there is a lesion, aneurysm, stroke, or some other damage to the brain, other parts can reorganize and take over some of the functionality, but there are no "secret rooms" of hidden potential.

It's not that using more than 30% triggers a seizure, but only a seizure would trigger a use of more than 30%. There is no usecase for using more than 20-30%. Try running, jumping, stick your tongue, stick your tongue in again, blink your eyes, lift your feet all at the same time. Even if you could do it it would be pointless.
There's also a question of bandwidth.
