I think you have an important point, and the crux of it is this: Is there a distinction between engineering a creature that naturally wants something, and manipulating a creature into wanting something?

I think the conflict between the natural biology of being human and the unnatural fit of the desired role would require abuse of some kind to accomplish your goal (in an unmodified human).
