If you want to actually have some form of reliable voting, I think some sort of PKI system would be preferable. Users generate their private/public keypairs, and the public keys are entered into the "valid" keys list when one becomes a citizen (possibly via a secret way, to gurantee secrecy of voting). Another alternative would be something similar to Bitcoin's cryptographic system which allows a form of validation of histories of translations (votes in this case), however that presents even less anonimity in general. Well, there is a serious problem currently plaguing Europe which we could take advantage of:
the gypsy infestation

If we could make a deal with the EU and offer them a solution, we might be able to start something.

Let's say we request a piece of land from a few adjacent countries and create a new nation between them. Than gather hundreds of thousands of gypsies there. We tell the European Union that we'll provide them shelters (which they can't easily turn into garbage like they do with free homes), teach them how to do basic things (because the only thing they know is how to waste their welfare, steal, rob and murder) and we make them productive members of a new society in which they don't threaten white people, they are not the "minority" anymore and they can prove that they can take care of themselves (which they can't).

But in reality we would use them for slave labor, never let them go and guess what, only the gypsies would complain about it. (but just until we drug them senseless)
