You only need to do the changing your IP address part; 4chan can't see your MAC address. I can't do that from where I am, but it will change eventually.

I can't renew my IP address without changing my MAC Address first, ISP doesn't allow that. Plus doing both is a good security measure in a padding kind of sense.

There are numerous ways to do it, especially with a dynamic IP. There's using a cmd shell to do it, there's changing your MAC Address to do it, there's just unplugging your modem for 1-5 minutes, 10 minutes, sometimes 8 hours, etc. There's calling up your ISP and requesting a new one. There's tons of ways to do it.
