Yes it does r-tard. There is no one alive who is missing a full set of chromosomes, or 2 of any independent chromosomes. Monosomy exists only when a human is missing both sex chromosomes as in the case with turner syndrome. Any other missing chromosome means death.

Sex determination is based on the presence of the Y chromosome. If you ONLY have 2 X chromosomes and no Y chromosome, you are what is known as sex reversed. Testicle production in normal males is determined by a small gene on the small arm of the Y chromosome, known as the testis determining factor or TDF. In the case of individuals who are male but with two X chromosomes, this small Y fragment broke off during gamete development and attached to one of your X chromosomes.

Basically, DNA is a really long molecule, so long that it wouldn't fit in the cell unless wound up in some way. Chromosomes are the cell's way of packaging the DNA, but the fully condensed chromosomes as depicted in your image only manifest during cell division, when the duplicated copies of DNA need to be pulled to opposite sides of the cell so that it can divide. Ever tried to grab hold of two tangled ropes and pull them apart? Impossible. Usually the DNA resides in the nucleus in a looser, but still coiled up form.
