It isn't, think carefully about something you are removing when it's a giant tube in the sky.
If the tube went into an actual swimming pool then you could, but otherwise the water will just fall out the end due to gravity.
If you still don't get it, try using a really large straw (atleast 4cm diameter), it will only work when the other end is submerged in a liquid or pressing against something.

No, it works because there is a limited amount of air between your tongue and the trolljuice, that air can't expand (if the trolljuice leaked) therefore the trolljuice is held, a larger volume of air will be easier to expand, therefore trolljuice spill incures.
