There is nothing in there that implies that you can't stargaze on your own property. The "at designated parks" language means just that, that this permit is only applies to certain parks. If you're in a park with no curfew, or at a park that doesn't allow this permit, or in your back yard, then the permit doesn't apply because it isn't for those areas.
