Have you considered harvesting the renewable energy of the wind? Consider the humble sail boat which can move against the wind. Methodically constructed sails on the rocket can do the trick. I propose something like one way anechoic chambers milled into the rocket, permitting greater flight when faced with strong headwind. Something like a bladder which changes fin angle of attack under certain conditions.

It's about tracking, not computing power.
You have to have a license for military-grade GPS.
Inertial positioning systems of decent quality are too expensive/too hard to get.
I guess they should invest into developing optical tracking based on the video feed from a simple camera.
Hard but should be possible, especially with additional easily-available sensors like accelerometers or altimeters.
