The pool with the iss mock up is 15m. Why do they need something that deep? That's getting into serious technical diving. Trimix and decompression time ect. Seems like a lot of added risk and complexity for training operations. For reference, the deepest you can go with regular recreational diving is about 35m, and depending on your dive profile, you'll only have 3-5 minutes of bottom time before you have to ascend. If you want to spend any useful amount of time down at 50m, you're going to have to so some long deco stops.

So there was no point in putting in an actual payload, and they just added extra LOX to simulate a payload instead. IFT-2 was more about hot staging with a bonus of trying to get the ship to orbit. This subsequently caused the raptors to explode in succession, and that triggered the AFTS. The fuel slosh happened because the booster flipped way too quickly and in process, reignited its engines and underwent a thrust vector profile which led to outcome we saw.

So for IFT-3, I would expect that they'll do a slower flip or use the autogenous pressure as hot gas thruster to do a complete turn before an engine relight and maybe put a payload on the next Starship too.
