Hypothetically speaking, would a reusable rocket with high test hydrogen peroxide and kerosene or methanol be viable? Sure, the ISP wouldn't be nearly as high, but a closed cycle design using catalyzed HTP to run the turbopumps should allow for a longer service life and be easier to control/throttle.
You also don't have to worry about any cryogenic containment for the fuel or oxidizer, making logistics easier for the ground staging.

Starting with a comically overpowered vehicle so you can massively derate it certainly helps, but conventional EVs are designed with the hot bits, including any "radiators" (i.e. fluid-to-air heat exchangers), on the inside, with airflow directed to them. For radiative cooling, you need the hot bits exposed -- either provide a direct thermal path to body panels and let the whole thing heat up to 75C (or whatever), or use a fluid cooling loop with radiators (real ones) mounted externally.
