Coat your solar cells with gorilla glass, or corundum if you don't mind spending more money.
Current missions can last years before dust buildup kills them. Therefore most missions will be able to operate for years before ever wiping their panels, and go years between wipe events. Even if every wipe produced so much scratching that it cut cell performance by 5%, which is laughably extreme, you'd still need to wipe a dozen times to degrade performance enough to threaten the mission, which would likely take upwards of 40 years.
Summarized, every problem with trying to wipe panels is completely trivial to solve in such a way that there is zero negative impact on mission performance, and the only reason JPL doesn't wipe panels is because NASA simply accepts the risks & JPL benefits by effectively cutting probe lives short (ie giving themselves more contract opportunities).

The chinese Mars lander had some method of panel cleaning. They are trying, at least. Better than I can say about JPL.
