The body flap damage propagated into a significant melting of approximately one-half of the tile. (See section 8.0, flight test problem report 56.)

So even with the paint the white tank was still shedding foam at a rate high enough to worry someone in the agency. An external anti-shed coating isn't the worst idea, but it probably would have run afoul of the mass autism that plagued everything back then.
