There are exactly 4 black holes. The thought that there are billions or more is through an error in astronomy, taking a star photograph multiple times but seeing it as an image of thousands of stars(when it's just the same star). This image is a perfect example.

Already ruled out. Black holes, white, brown dwarfs and other coldish objects were one of the earliest ideas. To have all of DM being black holes you need a lot of them, so many that they will periodically lens background stars as they move into and out of alignment for gravitational lensing. Huge decade long campaigns were started on the 90s to find these microlensing events, and in the end they only found a small number of events by normal stars. This non-detection rules out DM being all black holes over several orders of mass. It's one of the reasons black holes are no longer a major candidate.

You could estimate it from modeling the population of stars. We roughly know the amount of stars in the Milky Way, those are dominated by low mass stars. But only high mass stars go supernovae to potentially form a black hole. So for a simple estimate multiply the number of stars by the fraction of high mass stars (that would have formed and died already) and then multiply by the fraction which actually form a BH. It will have a few orders of magnitude in uncertainty, but it's and estimate.
