"cooking the books" in New Zealand's case is not that they use completely fake numbers, but that they only count people who "interacted with the healthcare system" within the last year or so, rather than using official population estimates. The health authorities acknowledge the estimates for some groups will be inaccurate - mainly the younger age group 12-44 year olds.

Dropping from 92% to 89.3% of the population fully vaccinated is reasonable considering ANY senior death would drop the rate and young people (11 years olds aging into the eligible group) are no longer being vaccinated at the same rate as seniors.
