I was imagining a superconducting torque lever idea, which consist of a high moment of inertia wheel, which is connected to a pivot which is driven by a electrocoupling magnet on the bottom, the wheel is spun to speed, where then it is coupled to a center hub which drive a mass, along a tangential axis that is dampen.
The device is also coupled to another wheel which reciprocates the impulse of momentum The idea is to drive the device fast enough to create enough force to the device forward or up. Get a mercury tube lamp.

On the one side place cathode, on another anode, so it's in the middle between two electrodes.
