Why doesn’t water burn? It’s composed of hydrogen and oxygen. Oxygen is required for combustion, and hydrogen is extremely flammable. There is no reason water shouldn’t burn.

The hydrogen/oxygen reaction is what releases energy, after hydrogen has combined with oxygen, which can only take two single bonds or one double bond, it can't combine with any more oxygen, thus releasing more energy from bond forming is not possible, it's like asking why rust doesn't rust, because it's already used up all its bond slots and can't go any further

Water is a neutral molecule. Just because hydrogen doesn't have as much electron density doesn't mean it can't be further oxidized. Oxygen can oxidize hydrogen further when it creates acids, hence it's name, "acid producer". And acids produce fully oxidized hydrogen ions.

Why do you think they're adding fluoride to the water? It takes the heated ions from water and prevents the chain reaction. They are keeping the power of water fuel from you. You should extract fluoride to make water flammable. You need to get a big bucket of tap water, add a bottle of 70% vinegar and a cup of bleach.
