On paper it is but it's incredibly subtle to the point its hardly noticeable. Tide levels in SF Bay have fallen in the -1.6 to +7.4 range since I was a kid in the 70s. Highest in the last two years were a couple of 7.1 king tides. If we were really getting the 3 to 5 feet this century James Hansen promised in the 1980s we'd currently be seeing the end of negative tides and king tides would be in the 8 to 9 foot range.
