Not really. Development on the H3 began in 2013, at which point the Falcon 9 had already advanced to its v1.1 configuration and was getting started on the first landing trials. The H3 isn't a bad rocket but Japan has been consistently one generation behind the industry leader ever since the H-II started flying in the 1990s. If they want to be commercially competitive they'd need to cut their launch price in half again and by the time the H4 can manage that Starship is going to be operational.
