That is correct, BUT there is still a lot that the person has to go through before they can legally even try to get a job anywhere. A person can't just waltz in the country, claim asylum, and try to get a job at a rocket company.
They have to file to be a refugee/asylee, accepted as one, and wait for a certain time period. They also have to go through some other things that I'm not 100% familiar with, but it involves things like getting a picture license, registering an adress, ect...
Its possible that someone went through the whole process and still got denied the job. However, the burden of proof falls on the DOJ, and they have to have solid evidence, such as video recording of someone saying they won't be hired because of their status.
As far as I know, all that they have are people that didn't get a job and went crying to the DOJ. No actual hard proof that it happened.
