That is wild speculation and there is no mechanism allowing such a thing as magic.
The only real possibility are worlds where all the population are AIs in a virtual reality with a magic system, and powered by a Dyson sphere. As a bonus diluting a star energy, into cosmic background levels, provides camouflage against the horrors in the cosmic dark forest.
