Universities started with law and theology.
The ancient museums and what not were about learning, and they had vastly different structure and practices.
Modern universities had the purpose of training state functionaries and the like, and chained in with that basic education in mathematics.
The university as a place for science is an enlightenment development where the guys who came up with new mathematics and science then taught at universities, but their community was the republic of letters not the universities and soon after the royal societies and their appointed sinecures.

Most of the time you actually have to pick a specialization at least. A "Bachelor of Arts" seems like even more of a fake degree than your bog-standard Communications or Liberal Studies. "Bachelor of Arts" is the type of degree, not the major concentration. It generally connotes more breadth and less depth than a Bachelor of Science degree, e.g., if you want to teach mathematics to children you would get a dual BA in mathematics and education, if you want to go on to study math in grad school you would get a BS instead, a Liberal Studies or Communications major would usually be working toward a BA. The seeds were probably planted with the GI bill.
Universities got their first big taste of government subsidies with it.
The government started subsidizing student loans in 1965 with FFEL.
That is when shit really started sliding.
Add all of the civil rights nonsense that they used to water down the admission standards for activist reasons and you get to where we are.

I think the problem is unnoticed/unresolved because how people view the function of universities has changed.
They used to be viewed as filters that find and concentrate the innate talent that exists.
At some point the politics got involved because the equity crowd noticed the people who passed the filters were performing better economically.
Originally, things were fine (likely optimal) when universities retained their standards and there was extra money for the poor geniuses who couldn't overcome the tuition barrier.
But then they looked at the numbers and found blacks couldn't overcome the admission standards at the same rate as whites and cried racism until the admission standards were watered down.
Things were still functional (despite the inflated cost due to more people passing the admissions standards) since you could still get an idea of who was quality on the back end by looking at GPA.
But then they looked at the numbers and found blacks couldn't achieve a high GPA at the same rate as whites and cried racism until the curriculum/grading standards were watered down.

We are here. We have a non-functional filter that somehow costs way more. We have a private sector which is forced to pretend the credentials on paper have meaning (lest they be accused of discrimination). The private sector also has its hands tied when looking at promotions.
Almost all quality control is gone.

Vaguely, it started around the early 70s. It was mostly a cultural push from activist students/administrators post desegregation.
The colleges were willing participants and shit got so out of hand that some states started passing laws (in the 80s and 90s) to prevent consideration of race because so many unqualified blacks were getting in and displacing other more qualified students.
Ironically, the law seems to have been mostly against all of the university shenanigans to unfairly admit blacks throughout the decades.
The lowering of the bar and pursuit of quantity over quality seems to be the response of the universities in order to still let in all of the blacks while not running afoul of the law.

Going to university does not embody willingness to perform, nor does it embody intelligence..
For most, it is much rather a part of a specific modern day lifestyle, a sort of expectation, a ritual, which is why it has been watered down so much.
The willingness to spend money, lack of results upon failure, as well as the capitalistic nature of this part of the educational system, require it to continually lower the standards, in the quest of getting people to pay more money, while ultimately teaching less and less useful information.

Most people should not get into university.
There should be more trade schools, specific to useful modern jobs.

Competency will fade away extremely quickly in the next few years, there will be political clashes, educational standards for both teachers and students will fall.
In short, this is an enormous bubble. A debt trap, which is going to explode in the 2040s.
Only God knows what is going to happen in conjunction with the other events of the time. For all intents and purposes, I do not see how this problem could be resolved with reforms now.
Go to university, if you feel the need for feeling good about yourself, based on societal flock behavior reaffirming you wasting your time and money on a degree that has very little value outside of that same flock behavior.
In a perfect world, you would go based on genuine interest in something like mechanical engineering, biology or anthropology, not based on the illusion of economic value and elitism, stemming from mass delusion.

I’m a grad school dropout in physics. Got in the 60th percentile on the physics gre my senior year of undergrad and felt like a total failure. Went to my state school, which only required a 50th percentile at the time. After I’m there for a bit we are in the grad student office and start to talk about the physics gre.
