Yes he is pure Japanese and they do exist, but unfortunately are quite rare. The average Japanese only has about 10% Jomon blood. And that guy is just an example of the higher end of the bell curve for Jomon ancestry. So maybe he is something like 15% Jomon in my estimation. Maybe even higher but idk.
True Jomons have been wiped out by the Korean immigrant Yayoi. But the Ainu people that still exist, predominantly in Hokkaido, are about 70% Jomon. Picrel is what they look like. This is what Indigenous Japan looked like.
