It depends on what your metrics for success are. Blue Moon is a capable incarnation of "what NASA wants" without being a soulless rendition of a NASA placeholder render. China's lander is too basic for anything beyond flags-and-footprints missions but by that same coin it's also the most likely to be successful. Starship HLS is absurdly oversized compared to the RFP but that makes it exactly the sort of thing you really need if you want to set up a permanent lunar outpost.

After looking at this, I kind of feel like the wording is missleading, the adaptations to microg make sense in microg, they don't result in adverse affects until they get 'returned' (is it returned if they've spent multiple generations in space) to earth. As it applies to astronauts, they'd probably be better quality if they were adapted to microg, but we couldn't ever return them to earth. The cylinder is a crutch to keep the population from adapting to the new environment for no reason.

My reasoning for wanting several layers: protection from micrometeorites (whipple shields need lots of thin layers to work) and I think to make it stronger (like how I-beams are far stronger than an equivalent flat plate). You wouldn’t want one of these things to catastrophically fail. Most micrometeors are really small (like pinhole sized) and with only 123 psi it wouldn’t lose very much propellant. And because the tank is so massive, a small leak wouldn’t noticeably move the thing either. Maybe there’d be some kind of self-sealing goo (like Slime) between layers to handle small leaks.
