The observatory was jury-rigged from homebrew parts and the films they got back were only being viewed with the naked eye, Tombaugh did not have equipment that would have told him outright how many other rocks were swirling around in the vicinity. Every body in the solar system was either detected in the night sky or inferred through orbit irregularities.

Lowell's widow chose the name for Planet X less out of mythology and more because its first 2 letters are Percival Lowell's initials, and that probably pissed off a few people. But Lowell did not pick idiots for his crew or a light polluted site, and that's WHY Tombaugh found what universities couldn't.
