You got it backward. If obvious trolling and rule breakers were actually banned, there might be a reason to post independent work and analysis. Instead it gets bumped off the board or buried in threads with nothing but shitposting, so anyone dumb enough to try quickly loses all reason to keep trying.

Moderation is required for consistent and regularly uploaded quality. Without moderation you'll only get very rare sporadic "fuck it I'll do it anyway" quality in an ocean of shit. It also takes time to attract such people and provide evidence by example that quality is rewarded with meaningful and valuable input, and with "lol ur a fag" posters and off-topic "buht muh god doe" posters duly banned consistently like they should be. Not going to happen, but it is completely false to suggest the board would never move if the rules were enforced. Tons of people don't bother making threads when they know they'll never get more than two meaningful replies and have to dig through the sewer to find them.
