In her example, 4/13 black people and 4/75 white people commit crimes. Now imagine a society where there are equal numbers of black people and white people. That society is expected to have 5-6x as many black criminals. Likewise, a society with 100% black people would be 5-6x as violent as a society with 100% white people from proportional arguments alone.

Imagine this exact scenario (4 out of 13 blacks commit a crime, and 4 out of 75 commit a crime) - but we are all naturally blind and don’t know about skin colors. So in our society 8 out of 88 commit that crime.

Now, introduce the forehead-o-matic. It’s a small sensor interacting with the „electromagnetic field“ like any normal thermometer you point to your forehead. But it gives readings on a different wavelength which numbers we call NQ „nanometerness index“ (in contrast to the temperature that is measured at micrometer wavelengths).

We find out: out of the 8 that commit crime, half of them have a high NQ and half of them have a low NQ. What is more puzzling is that from all the 88 people, only 8 have high NQ, while 75 have low NQ.

We immediately conclude high NQ people are more likely to commit that crime than low NQ people, although we have no idea what NQ intrinsically is. All we know is that NQ can be measured by the forehead-o-matic device.

What should people do? Forbid the application of forehead-o-matic ? Cure high NQ syndrome? Measure NQ everywhere ?

The context added by readers is wrong. If you don't remove the unknown from the total, you're calculating "known black offenders out of all offenders" instead of "known black offenders out of known offenders".

The latter figure is probably correct for the total in any case, since it's quite reasonable to expect that the unknown category follows the same distribution as the known.
